His paper studies the impact of federal funds allocated to U.S. cities through the U.S. federal government\u2019s primary mechanism for combating HIV in the United States\u2014the Ryan White CARE Act. It represents one of the first studies to credibly estimate the causal effects of federal public health funding on health outcomes.
